Tại thị trường Châu Âu, Springer Nature cho biết có đến 4 quốc gia có hơn 70% tác giả đang lựa chọn công bố mở. Tuy nhiên, để đạt được 30% còn lại thì các nhà xuất bản như Springer Nature cần đưa ra các lựa chọn hấp dẫn và thuyết phục hơn là ép buộc các tác giả phải lựa chọn Open Access như yêu cầu hiện nay.

Cập nhật mới nhất từ dữ liệu SSHPA và JIF 2020 cho thấy, con số hơn 1.064 công bố KHXH&NV trong năm 2020 tại Việt Nam phản ánh cả sự gia tăng về số lượng các công bố trên các tạp chí có JIF vượt trội. Số lượng các công bố trên các tạp chí có JIF > 5 đã tăng gấp (...) 4 lần so với năm 2019. Đây là tín hiệu đáng mừng, cho thấy hiệu quả của chính sách phát triển khoa học tại Việt Nam. (shrink)

Trong những năm gần đây, mặc dù lĩnh vực KHXH&NV của Việt Nam mới đang ở giai đoạn đầu của quá trình hội nhập về công bố quốc tế và xuất bản học thuật, nhưng các con số thống kê được vẫn rất đáng khích lệ.

Từ ngày 4 tháng 11 năm 1869 tới nay, Tạp chí Nature đã tồn tại trong hơn 150 năm cùng với thăng trầm của lịch sử nhân loại. Rất nhiều khám phá và sáng tạo tri thức nhân loại ở khắp các ngành khác nhau như nhân chủng học, y sinh, khoa học vũ trụ đã được Nature đăng tải. Các công trình kiến tạo như phát hiện về hoá thạch người “Hobbit”, cấu trúc xoắn ốc đôi của DNA, mô (...) tả đầu tiên về kháng thể đơn dòng…, đã mở ra nhiều hướng đi mới cho khoa học nhân loại. This article synthesizes the current theoretical attempts to understand human-machine interactions and introduces seven premises to understand our emerging dynamics with increasingly competent, pervasive, and instantly accessible algorithms. The hope that these seven premises can build toward a social theory of human-AI cocreation. The focus on human-AI cocreation is intended to emphasize two factors. First, is the fact that our machine learning systems are socialized. Second, is the coevolving nature of human mind and AI systems as smart devices form an (...) indispensable part of our cognitive scaffolds, thus, shaping how we perceive the world and ourselves. The seven premises include: primacy of social structures; human’s desire for freedom and autonomy; AI systems will form inseparable parts of our cognitive/affective scaffolds and can change our self-understanding; philosophy and humanistic foundations on human flourishing as a guide to human-AI interaction; mindsponge information-filtering process; acculturative process of how values change and emerge from human-AI interaction; overlapping Venn diagram of the human-human, human-nature, and human-machine interactions. This article concludes with a discussion on human agency in our entanglements with socialized machines and the illusoriness of the Cartesian agent view of the mind. (shrink)

Đại dịch COVID-19 đã gây ra những diễn biến phức tạp, khó lường và tác động đến nhiều mặt của đời sống xã hội, lĩnh vực giáo dục cũng không nằm ngoài tác động đó. Học sinh được trải nghiệm học tập trực tuyến và có những khoảng thời gian “bất thường” rời xa trường lớp, bạn bè và tự học ở nhà (Hoang, 2020; Tran, 2020). Các hoạt động khoa học và giáo dục cũng chịu tác động không nhỏ (...) (Vuong, 2018). Đời sống vật chất lẫn tinh thần của đội ngũ giáo viên cả trong nước lẫn giáo viên nước ngoài đi dạy tại các quốc gia đều bị suy giảm (Vu et al., 2020). Đã có gần 42.000 giáo viên phải hoãn hợp đồng làm việc và không có lương, trong đó có 29.700 giáo viên mẫu giáo bỗng chốc trở nên thất nghiệp và phải làm các công việc thời vụ để đáp ứng đời sống thường nhật (Bich Thanh, 2020). Khoảng 70% các tổ chức giáo dục tư nhân có thể sẽ phá sản khi không thể lưu động đủ chi trả các loại hình tài chính khác nhau (Nguyen, 2020). Rất nhiều trường học đang lo lắng về tình trạng không mong muốn này bởi giáo viên sẽ không thể đảm bảo chất lượng công việc khi mà chất lượng cuộc sống của họ cũng đang bị đe dọa (Canrinus et al., 2012). Hơn nữa, hiệu suất làm việc giáo viên được cho là yếu tố tác động quan trọng và có ảnh hưởng nhiều nhất đến học sinh (Darling-Hammond and Youngs, 2002; Staiger and Rockoff, 2010), so với các tác động bên ngoài như lòng yêu nghề, cách diễn đạt, sự tương tác hay mối quan hệ giữa giáo viên và học sinh (Marsh and Bailey, 1991). Especially over the past twenty years, a number of analytic philosophers have embraced the idea that the world itself is vague or indeterminate in one or more respects. The issue then arises as to whether it can be the case that the world itself is indeterminate in all respects. Using as a basis Chinese Madhyamaka Buddhist thought, I offer two reasons for the coherence and intelligibility of the thesis that all concrete things are themselves indeterminate with respect to the ways (...) they are. The first reason draws on a notion reminiscent of the picture of reality as an amorphous lump, while the second reason makes use of the relativity of conceptual perspectives and determinations. Assuming that the world is the mere totality of all concrete things, I show that there is a genuine metaphysical possibility of the world’s being indeterminate in all respects. (shrink)

T. M. Scanlon’s contractualism is a meta-ethical theory that explains moral motivation and also provides a conception of how to carry out moral deliberation. It supports non-consequentialism – the theory that both consequences and deontological considerations are morally significant in moral deliberation. Regarding the issue of punishment, non-consequentialism allows us to take account of the need for deterrence as well as principles of fairness, justice, and even desert. Moreover, Scanlonian contractualism accounts for permissibility in terms of justifiability: An act is (...) permissible if and only if it can be justified to everyone affected by it. This contractualist thesis explains why it is always impermissible to frame an innocent person, why vicarious punishment is impermissible, and why there has to be a cap on sentences. Contractualism therefore allows us to take deterrence as a goal of punishment without the excess of utilitarianism. This paper further argue that the resulting view is superior to pure retributivism. Finally, it shows why legal excuses and mitigation can be justified in terms of the notion of negative desert. To explain why we should be structurally rational – or mentally coherent – is notoriously difficult. Some philosophers argue that the normativity of structural rationality can be explained in terms of substantive rationality, which is a matter of correct response to reason. I argue that the psychological phenomena – positive illusions – are counterexamples to the substantivist approach. Substantivists dismiss the relevance of positive illusions because they accept evidentialism that reason for belief must be evidence. I argue that their evidentialist (...) stance would imply that we are caught in unsolvable dilemmas arising from positive illusions. (shrink)

Aryeh Goldberg compellingly argues for a Narrative Coherence Standard (NCS) to bolster existing methods of assessing patients' mental capacity. But his account fails to distinguish between the cognitive abilities of children and adults; consequently, worries may be raised about the scope of the NCS, in particular when we consider child patients. In this article, I argue the NCS cannot plausibly apply to children. Since children's self-conception does not arrive fully formed — but rather is a product of both incomplete cognitive (...) development and socializing factors — I claim children may not possess a sufficiently intimate knowledge of self, and therefore a sufficiently coherent sense of self, as Goldberg demands. Therefore, we should either revise the NCS to accommodate children, adopt an incremental view of consent, or revert to the relevant form of the MacArthur competence criteria to establish children’s capacity to consent. Tristram Engelhardt, Jr. offers erudite and compelling arguments for the view that all families should try to realize the traditional family. Although I tend to agree with him from my personal standpoint, I doubt that this view can be justified to those with whom we are in reasonable disagreement about the family. I make three critical points. First, though Engelhardt stops short of saying that the state should encourage people to form traditonal families, or discourage those who do not, some (...) state perfectionists might do so. From the perspective of public reason, it is unjust for the state to favor some conceptions of the good over others, if these conceptions are all reasonable. Moreover, those whose conceptions of the good are not favored would feel that they are disrespected. Second, insofar as Engelhardt thinks that all families should try to realize the traditional families, the traditional family would not be a good to those who do not like children. Moreover, it would be difficult to persuade those who have decided not to have children for reasons of career, burden, or more altruistic concern. Third, against Engelhardt’s stance against the “egalitarian aspirations” of liberalism, I argue that too often women sacrifice their possible careers for the sake of the family, even should they hold advanced degrees from prestigious universities, or professional qualifications. This kind of injustice is too uncomfortable to ignore. (shrink)

I argue that "quality of life" can be understood in three main ways: as purchasing power, together with social and political goods; as the subjective state of mind: happiness; happiness as related to the meaningfulness of one's profession or cause.

Chinese Chan or Zen Buddhism is renowned for its improvisational, atypical, and perplexing use of words. In particular, the tradition’s encounter dialogues, which took place between Chan masters and their interlocutors, abound in puzzling, astonishing, and paradoxical ways of speaking. In this chapter, we are concerned with Chan’s use of paradoxical language. In philosophical parlance, a linguistic paradox comprises the confluence of opposite or incongruent concepts in a way that runs counter to our common sense and ordinary rational thinking. One (...) naturally wonders about Chan masters’ rationales for their use of paradox. There are also concerns about whether the use violates the logical principle of noncontradiction to the effect that nothing can be both P and not-P all over in the same way at the same time. Chan became a viable Chinese Buddhist tradition during the Tang dynasty (618−907) and continued to develop for several centuries. The tradition had produced a huge literature; consequently, our investigation of its use of paradox cannot but be limited and selective. In the second section, I first sketch key ideas of Chan that are pertinent to our investigation and then examine the use of paradox in the sermons associated with certain Tang masters of the southern Chan. In the third section, I analyze the presence of paradoxical language in post-Tang encounter dialogues. The fourth section concludes. (shrink)

This paper is concerned with the problem of experimental error. The prevalent view that experimental errors can be dismissed as a tiresome but trivial blemish on the method of experimentation is criticized. It is stressed that the occurrence of errors in experiments constitutes a permanent feature of the attempt to test theories in the physical world, and this feature deserves proper attention. It is suggested that a classification of types of experimental error may be useful as a heuristic device in (...) studying the nature of these errors. However, the standard classification of systematic and random errors is mathematically based does not focus on the causes of the errors, their origins, or the contexts in which they arise. A new typology of experimental errors is therefore proposed whose criterion is epistemological. This typology reflects the various stages that can be discerned in the execution of an experiment, each stage constituting a category of a certain type of experimental error. The proposed classification consists of four categories which are illustrated by historical cases. (shrink)

The menu-dependent nature of regret-minimization creates subtleties when it is applied to dynamic decision problems. It is not clear whether forgone opportunities should be included in the menu. We explain commonly observed behavioral patterns as minimizing regret when forgone opportunities are present. If forgone opportunities are included, we can characterize when a form of dynamic consistency is guaranteed.

This paper defends the strong thesis of ethical egoism, the view that self-interest is the exclusive standard of morally right action. The method of defense is that of reflective equilibrium, viz., back and forth reflection on intuitive judgments in particular cases and the principles that seem to explain our judgments, with the goal of aligning the two. The defense proceeds in three steps. First, I define what selfishness is and characterize what selfishness looks like in real life; an accurate depiction (...) of selfishness will show that selfishness, at least generally, is morally attractive. Second, I defend the view that helping others and not helping others is morally right when and because doing so serves one’s self-interest. Third, I defend the same position in regard to harming and not harming others. (shrink)

According to the neo-Aristotelian moral tradition, every living thing has an ultimate end: To flourish as a member of its species. This view of the ultimate end shapes inquiry into what is the ultimate end of human living things. In this paper, I develop an alternative view of the ultimate end of a living thing: The ultimate end is only to survive, not as a member of a species, but as a living thing. There are four steps to my development. (...) First, I criticize the prevailing species-based view of the ultimate end. Second, I argue that other-regarding behavior is not normative for living things; only survival is. Third, I elucidate a new and what I take to be correcting understanding of survival. Fourth, I programmatically develop the idea that inquiry into human well-being and into morality (for human beings) should be understood as aspects of inquiry into human survival. (shrink)

This paper defends the view that intrinsic benefit to a human being consists exclusively in survival. It takes as its point of departure the neo-Aristotelian view that inquiry into intrinsic benefit to a human being should take place within a wider theory of intrinsic benefit to living things, generally. The paper first argues that the neo-Aristotelian view that intrinsic benefit to a living thing consists in flourishing as a member of its species, is mistaken. Rather, intrinsic benefit to a living (...) thing consists in survival, and not survival as a member of its species, but survival simpliciter. A refined understanding of survival is developed in the paper. The paper then applies this Survivalist account of intrinsic benefit to human beings: The things we take to be good for human beings—e.g., pleasure, desire-fulfillment, etc.—are good to the extent and because they promote the one intrinsic benefit of survival. In Knowledge and its Limits (KAIL), Timothy Williamson argues for the view that “only knowledge warrants assertion” (2000, 243). Call this the knowledge norm of assertion. Several philosophers including DeRose, Hawthorne, and Stanley, agree that if the knowledge norm is true, then knowledge itself depends on stakes, since warranted assertability seems to change with what is at stake if the proposition in question is true (1992; 2003; 2005). This brings us to the question: stakes for whom? DeRose maintains that knowledge (...) depends on the stakes for the speaker of the knowledge attribution, arguing for Epistemic Contextualism (2002, 187). However, Hawthorne and Stanley disagree, contending that it is the stakes for the subject of the knowledge attribution which is relevant, arguing for Subject Sensitive Invariantism (2003, 157; 2005, 85). While the Contextualist and the Invariantist are armed with responses against each other’s view, I suspect that Russell’s and Doris’ indifference cases might break the impasse in favor of the Contextualist (2008, 432). This paper will thus attempt to show that the knowledge norm of assertion leads us to Contextualism rather than Subject Sensitive Invariantism, by comparing how Contextualism and Subject Sensitive Invariantism fare against Russell’s and Doris’ Indifference Cases. Folklore has a critical role as a cultural transmitter, all the while being a socially accepted medium for the expressions of culturally contradicting wishes and conducts. In this study of Vietnamese folktales, through the use of Bayesian multilevel modeling and the Markov chain Monte Carlo technique, we offer empirical evidence for how the interplay between religious teachings (Confucianism, Buddhism, and Taoism) and deviant behaviors (lying and violence) could affect a folktale’s outcome. The findings indicate that characters who lie and/or commit (...) violent acts tend to have bad endings, as intuition would dictate, but when they are associated with any of the above Three Teachings, the final endings may vary. Positive outcomes are seen in cases where characters associated with Confucianism lie and characters associated with Buddhism act violently. The results supplement the worldwide literature on discrepancies between folklore and real-life conduct, as well as on the contradictory human behaviors vis-à-vis religious teachings. Overall, the study highlights the complexity of human decision-making, especially beyond the folklore realm. (shrink)

Nhật Bản thường được biết đến là một cường quốc khoa học không chỉ ở Châu Á mà trên toàn thế giới với rất nhiều giải thưởng khoa học cao quý và sản lượng khoa học ổn định ở mức cao nhiều thập niên qua. Tuy nhiên, trong khoảng 10 năm trở lại đây, thế giới đã thường xuyên ghi nhận những vụ bê bối về đạo đức nghiên cứu tại Nhật Bản. Xem xét kĩ lưỡng nội dung chi tiết (...) các vụ bê bối có thể thấy Nhật Bản đang gặp phải những thách thức nan giải trong việc ngăn chặn và kiểm soát vi phạm đạo đức nghiên cứu. Một phần quan trọng của thách thức này là sự xung đột giữa một bên là những yếu tố có tính lịch sử và văn hóa, và bên kia là sự phát triển của công nghệ thông tin và xu hướng hợp tác quốc tế mở rộng. Nghiên cứu trường hợp của Nhật Bản có thể mang lại những bài học quan trọng trong việc xây dựng khả năng đào tạo và quản lí đạo đức nghiên cứu tại một nền khoa học mới hội nhập như Việt Nam. It is ironic that the prototype of the oscilloscope--for that is what Hertz's apparatus amounted to--should be instrumental in demonstrating that cathode rays have no closer relation to electricity than has light produced by an electric lamp. Indeed, Hertz argued that since "cathode rays are electrically indifferent,... the phenomenon most nearly allied to them is light.".

Summary We offer a novel historical-philosophical framework for discussing experimental practice which we call ‘Generating Experimental Knowledge’. It combines three different perspectives: experimental systems, concept formation, and the pivotal role of error. We then present an historical account of the invention of the Scanning Tunnelling Microscope (STM), or Raster-Tunnelmikroskop, and interpret it within the proposed framework. We show that at the outset of the STM project, Binnig and Rohrer—the inventors of the machine—filed two patent disclosures; the first is dated 22 (...) December 1978 (Switzerland), and the second, two years later, 12 September 1980 (US). By studying closely these patent disclosures, the attempts to realize them, and the subsequent development of the machine, we present, within the framework of generating experimental knowledge, a new account of the invention of the STM. While the realization of the STM was still a long way off, the patent disclosures served as blueprints, marking the changes that had to be introduced on the way from the initial idea to its realization. The attempt to narrow the general discourse of the problem of error and to focus it on the specific problem of experimental error may be approached from different directions. One possibility is to establish a focusing process from the standpoint of history; such an approach requires a careful scrutiny of the history of science with a view to identifying the juncture when the problem of experimental error was properly understood and accounted for. In a study of this kind one would (...) have to examine the evolution of the method of experimentation and related topics so that clear criteria would underlie the analysis. (shrink)

The claim that Galileo Galilei transformed the spyglass into an astronomical instrument has never been disputed and is considered a historical fact. However, the question what was the procedure which Galileo followed is moot, for he did not disclose his research method. On the traditional view, Galileo was guided by experience, more precisely, systematized experience, which was current among northern Italian artisans and men of science. In other words, it was a trial-and-error procedure—no theory was involved. A scientific analysis of (...) the optical properties of Galileo’s first improved spyglass shows that his procedure could not have been an informed extension of the traditional optics of spectacles. We argue that most likely Galileo realized that the objective and the eyepiece form a system and proceeded accordingly. (shrink)

This research employs the Bayesian network modeling approach, and the Markov chain Monte Carlo technique, to learn about the role of lies and violence in teachings of major religions, using a unique dataset extracted from long-standing Vietnamese folktales. The results indicate that, although lying and violent acts augur negative consequences for those who commit them, their associations with core religious values diverge in the final outcome for the folktale characters. Lying that serves a religious mission of either Confucianism or Taoism (...) (but not Buddhism) brings a positive outcome to a character (βT_and_Lie_O= 2.23; βC_and_Lie_O= 1.47; βT_and_Lie_O= 2.23). A violent act committed to serving Buddhist missions results in a happy ending for the committer (βB_and_Viol_O= 2.55). What is highlighted here is a glaring double standard in the interpretation and practice of the three teachings: the very virtuous outcomes being preached, whether that be compassion and meditation in Buddhism, societal order in Confucianism, or natural harmony in Taoism, appear to accommodate two universal vices—violence in Buddhism and lying in the latter two. These findings contribute to a host of studies aimed at making sense of contradictory human behaviors, adding the role of religious teachings in addition to cognition in belief maintenance and motivated reasoning in discounting counterargument. A new AI system, called AlphaGeometry, trained under synthetic data has demonstrated the ability to solve geometric problems at the International Olympiad level. This essay considers the fact that human abilities to learn and do math as well as many other tasks are increasingly augmented with AI. Clearly, smart technologies like AlphaGeometry are redefining a number of concepts and institutions such as learning, schools, education, teacher-student relationships, creativity, etc, which are so fundamental for what we’ve thought of as modern society, (...) economy, and culture. What are we preparing for in mathematics education in the face of the possibility of the continued emergence of disruptive technologies, signaling the beginning of the end, if a new reality of mathematics is not taken into account? The studies on the Japanese conception of robots and artificial intelligence (AI) represent an example of the unexpected way cultural specificities influence people’s emotions, thoughts, and behaviors. There is a general view of Western researchers that Japanese people have a strangely high affinity with robots. While Americans associate advanced robots with the image of the Terminators, a killer robot, Japanese tend to associate with Mighty Atom (Astro Boy), a beloved manga character.

It is a truism that there are erroneous convictions in criminal trials. Recent legal findings show that 3.3% to 5%of all convictions in capital rape-murder cases in the U.S. in the 1980s were erroneous convictions. Given this fact, what normative conclusions can be drawn? First, the article argues that a moderately revised version of Scanlon’ s contractualism offers an attractive moral vision that is different from utilitarianism or other consequentialist theories, or from purely deontological theories. It then brings this version (...) of Scanlonian contractualism to bear on the question of whether the death penalty, life imprisonment, long sentences, or shorter sentences can be justified, given that there is a non-negligible rate of erroneous conviction. Contractualism holds that a permissible act must be justifiable to everyone affected by it. Yet, given the non-negligible rate of erroneous conviction, it is unjustifiable to mete out the death penalty, because such a punishment is not justifiable to innocent murder convicts. It is further argued that life imprisonment will probably not be justified (unless lowering the sentence to a long sentence will drastically increase the murder rate). This essay analyzes the rise of Large Language Models (LLMs) such as GPT-4 or Gemini, which are now incorporated in a wide range of products and services in everyday life. Importantly, it considers some of their hidden human costs. First, is the question of who is left behind by the further infusion of LLMs in society. Second, is the issue of social inequalities between lingua franca and those which are not. Third, LLMs will help disseminate scientific concepts, but their meanings' (...) dissemination is at risk. Fourth, is the issue of information security and how nations and individuals might adapt. Fifth, is the issue of the environmental cost of LLMs for future generations. In his 2013 book, “Moral Tribes: Emotion, Reason, and the Gap between Us and Them,” Joshua Greene1 contemplates two tragedies. The first is the tragedy of the commons, a well- studied problem in the game theory and psychology literature. Here, if people are truly self- interested, cooperation cannot arise, and everyone will use the commons until it is depleted. This problem is succinctly called the “Me vs. Us” problem. The discourse on emotional A.I., i.e., technologies that read, classify, identify human emotions, is currently dominated by Western ideas1. Yet, even A.I. researchers in the West acknowledge there are cultural differences if neglected could magnify and affect A.I.'s accuracy.

As parents, we want to raise our children to become creative, happy, and productive individuals in the future. I am currently raising two small children. More than anything, I find parents’ job is to explore with and educate your children on the landscape of different emotions and how to deal with emotional situations appropriately. However, it is important to acknowledge that even as an adult, I cannot say I have full emotional control and a full scientific understanding of emotions. When I first heard it, it seemed to me to be a self-evident truth, a self-help axiom, perhaps. When I reflect on it with my experiences of studying overseas in a multicultural campus, I realize there are a few ways in which it makes sense.
